2018-12-23 – Cybersecurity: Chinese chips hidden on circuit boards

1)   A member found this very interesting document written in 2013 about how smeter programs should be introduced to the customers who can, in essence, be manipulated. Cases studies are reviewed, one of which is BC Hydro. A very inaccurate and incomplete history from 2010-2013 is given, with no mention of the opt-out program and extortion fees, and no mention about all of the misinformation, untruths, and threats from BC Hydro. Read especially from pg. 10 (their numbered pages) to about pg. 30.  Of special note, on pg. 18 is the promise to the many thousands refusing smeters by BC Hydro not to install smeters on homes without permission. Reading this brought a question to mind that I’d never considered. What is the difference for BC Hydro between manually reading our analogs and a smeter with the transmitter turned off?  Why the insistence that we have smeters even if they are disabled? Is it so they can, if they wish, turn the power on at some later date? Is it that the disabled smeters are still gathering data not needed for billing?

BTW, despite what this report says, BC Hydro was ordered to have a system that could handle time-of-use (TOU) billing. This application/structure was completed in one of the first phases of the program.

Too bad there is no follow-up report after 2013 and until 2018+ while we are still fighting. And we will continue even if every home is smetered because the program is wrong, dangerous, invasive and expensive.

Smart Metering Initiatives: Lessons in Public Engagement and Communication

“In the case of BC’s Smart Meter Program, smart meters were mandated by the BC Government through the 2010 Clean Energy Act (CEA). BC Hydro was instructed to install smart meters across BC, manage the Smart Meter Program, and the corresponding smart grid. Under the CEA, the Smart Meter Program was exempt from the usual oversight and public hearing process provided by the BCUC. This set up an interesting environment where the Smart Meter Program was implemented under the CEA without the typical formal public oversight and the opportunity for public consultation through the BCUC hearings process. Beginning with the installation of smart meters in 2011, the Smart Meter Program was met with public confusion and even backlash, first by vocal minorities (citizens groups), and then municipalities, some of whom called for a halt in smart meter installation. Concerns cited were privacy, health, and program pricing and potential changes in electricity rates.”

2) Chinese microchips reported to have been implanted on circuit boards to gain control over infrastructure and government systems.  Some of the companies have denied this happened, but China makes most of the computer hardware and is very capable of hiding such things where it would be very difficult to be found.  And our government continues to allow Chinese company Huawei to work with Telus in developing the 5G grid using Huawei’s transmitters!!

Multiple people familiar with the matter say investigators found that the chips had been inserted at factories run by manufacturing subcontractors in China.”

3)  Cybersecurity experts have identified smeters as one of the most (if not THE most) vulnerable part of the electrical grid, the entry point for hackers or attacks.  Former CIA Director James Woolsey describe it as a dumb meter, and warned that an attack on the grid would result in our returning to the “dark ages” for months or even years. This article explains how easy it would be to use the smeters to attack and bring down the grid.

 “… a programmer working for a meter manufacturer could write code which would cause tens of millions of meters to switch off a certain time. If a quarter of domestic smart meters turned off together, you could be looking at an instantaneous demand change of up to 15%, an order of magnitude greater than the 1% Saleh thinks will kill the grid. That is something that no electricity grid has been designed for. There is a reason that military planners target power stations – removing electricity cripples a nation for years, as we’ve seen in Iraq. That makes the grid a very interesting target for any malicious state actor.”

Dear John Horgan,

Our three words for you are DISAPPOINTED, OFFENDED, and OUTRAGED.

We are disappointed by your refusal to do your due diligence and inform the School Boards about the proven health risks from the microwave radiation exposure emitting from wireless technology in our schools.  You have chosen to ignore the thousands of peer-reviewed studies and the pleas from scientists and medical experts who have warned you over and over again of the upcoming health crisis.

We are offended that all our letters, emails and requests for an appointment to discuss this important health issue have fallen on deaf ears.  You and the other ministries have refused to respond to parents, teachers and students about the concerns of the health and well being of our children in our schools.

We are outraged that our request for a official response to the findings of the US National Toxicology Program Expert Panel who concluded that there is “Clear Evidence of Carcinogenic Activity” and the association of cancer in the heart and brain and cell phone radiation has been ignored.  Health is the responsibility of the province of BC and by ignoring our concerns shows the lack of respect you have for your constituents.

Our next vote won’t be wasted on the NDP.
