Dear Mr. Reid, I am a 79-year old cancer survivor (1973), and I am now recovering from major open heart surgery which I underwent in Kelowna General Hospital on January 6, 2014. While I am recovering well, I now have a Mitroflow biological heart valve device implant (pace maker) in my chest. Consequently, because of my military communications background (see below),
I am conscious of and opposed to any radio device that emits electromagnetic radiation (EMR). But nothing is more frightening to me than is the prospect of being forced to have a wireless Smart Meter installed on my home and for my wife and me to be forced to live in a wireless Smart Meter-based ‘meshed-grid-community.’ Please don’t write me off as some flaky, irrational , ill-informed person, Mr. Reid, for nothing could be farther from the truth; I know of what I speak. To date, I have accepted invitations to speak on the “Dangers of Wireless Technology, Especially Smart Meters in Meshed-Networks” in 24 communities throughout B.C.
Mr. Reid, I am a retired Canadian Armed Forces Captain who spent 22 of my 26 years in the military in Electronic Warfare (EW), Radio Warfare (RW) and Signals Intelligence (SIGINT), so I know full well the dangers of any EMR-emitting device, the worst of which are wireless Smart Meters employed in “meshed-networks” (which includes the 15-or-so “Smart” appliances that electric utilities everywhere expect will be in typical homes of ‘tomorrow’). My penultimate appointment in the military was a two-year posting to National Defense Headquarters, Ottawa, where I served in the Directorate of Electronic Warfare (DEW) as the Staff Officer for Canada’s only army EW unit. Previously, I was the Executive Officer (2-i/c) and Operations Officer at one of Canada’s largest and most sensitive SIGINT radio stations. I also completed a major NATO army EW officers course in Anzio, Italy, and participated in a NATO army EW field exercise in Germany. Earlier in my career, I spent two years at sea with the Royal Canadian Navy conducting Radio Warfare (RW) operations with Canadian, U.S., Australian and Japanese warships. Consequently, I am well-versed in the hazards and vulnerabilities of any wireless radio system – which includes wireless Smart Meters.
Until February 1 of this year, my wife and I lived in Kelowna which, as you know, is Fortis BC’s jurisdiction. Briefly, I had notified Fortis some two years ago via Registered mail that I would not accept a Smart Meter on our home. I also secured our analogue meter with a locked steel collar to which I attached laminated copies of letters I had written to Mr. John Walker, then President and CEO of Fortis, and to Corix Utilities.
In both letters, I made it perfectly clear that I was not prepared to allow anyone to replace my harmless analogue meter with a wireless Smart Meter – which contain two radio transmitter, receiver and antenna circuits, both of which emit low-level, pulsed, non-thermal microwave radiation. Thankfully, my wishes were respected by both parties.
However, on arriving at our new home in Bowser, on Vancouver Island, I noted that homes here – including ours – have had their analogue meters replaced with what appear to be Smart Meters; although my two radio frequency (RF) radiation meters, which cover the frequency range 27 MHz to 10 GHz, gave no indication that the digital/Smart Meter was emitting any radiation at that time.
Mr. Reid, I do not wish to make trouble for you – or anyone else for that matter – but my very life is at stake here due to the incalculable amount of additional EMR that will result from Smart Meters in meshed-networks, especially once the anticipated 15-or-so Smart appliances appear in homes. And, please, refrain from disagreeing with me, for by doing so, you’d be displaying your ignorance of this, what is rapidly becoming a, world-wide problem: man-made electromagnetic radiation (EMR), which is now threatening all living organisms, not just people!
Given the above, I am appealing to your sense of decency and humanity: please replace my/our current digital meter (wireless or not) with a harmless analogue meter. I am even willing to purchase an analogue meter from B.C. Hydro and have your staff install it in place of our current digital/Smart Meter. Should you choose to ignore me, I will have no alternative but to purchase my own analogue meter and have it certified by Measurements Canada for accuracy. Then, if your electricians won’t install it for me, I will locate a local certified electrician and have him/her install the analogue meter on my home, following which I will personally deliver BC Hydro’s digital/Smart Meter to your nearest office in good condition. For health reasons alone, I simply cannot run the risk of allowing a wireless Smart Meter to remain on my/our home.
Mr. Reid, please note that I have researched Smart Meters, switched mode power supplies (SMPS), “dirty electricity,” Smart appliances, meshed-networks and most of today’s other wireless devices for the past four years. While I don’t pretend to be an ‘expert’ in this field, I do consider myself to be current and very well informed. I am especially well informed on what independent (non-industry funded) world-class scientists around the globe say about Smart Meters and today’s other wireless devices. From a military perspective, I still consider myself to be an expert on the vulnerabilities and dangers of all wireless radio systems – including Smart Meters. Better than most, I know how easily any wireless system can be interfered with (spread spectrum technology or not), jammed or literally incinerated!
In your reply, Mr. Reid, please don’t embarrass yourself – or insult my intelligence – by uttering the standard gibberish about Smart Meters being safe because they are in compliance with Health Canada’s Safety Code 6 Exposure Limits. The entire scientific community, i.e., those not funded by Industry, know that Safety Code 6 ‘guidelines’ are amongst the highest (most dangerous) in the world – and Safety Code 6 does not even recognize non-thermal radiation – which is the harmful kind of radiation emitted by Smart Meters et al. Respected, non-industry funded scientists globally know that there is NO SAFE level of radiation, no matter how weak! They also know that radiation from all sources is cumulative. EMR is EMR, regardless of what radio device is emitting radiation (much like smoke thickens in a room filled with a 1,000 people, all of whom were smoking different kinds of cigarettes). It simply all adds up!
Informed people know that in meshed-networked communities of, say, 500 homes, the radiation from the 500 LAN transmitters (each of which will radiate in all directions for up to 3 Km) adds to the radiation emitted by the 500 ZigBee transmitters (each of which will radiate for up to 250 feet), and adds to the radiation emitted by each of the 15-or-so ‘Smart’ appliances electric utilities expect will be in tomorrow’s homes (each of which will radiate for distances upwards of 200 feet). To all of this must be added the enormous amount of radiation emitted non-stop 24/7/365 – in both directions – by the Collector Meter. And, because microwave signals are line-of-sight, ‘meshed-network’ communities could not function if every home’s LAN transmitter could not relay its data via other home LANs in the community. The number of relays required to complete just one transmission could conceivably require many dozens of relays before each single burst of data reaches its intended destination. Yet no one anywhere has attempted to hazard a guess as to how much “extra” radiation the average home might be bathed in from all of this ‘relaying’ activity, which would be constant – in both directions! It is also highly doubtful that anyone in BC Hydro (or any other electric utility) has any meaningful understanding of ‘dirty electricity’ or any idea of the incalculable amount of ‘dirty’ electricity that will result from the Switched Mode Power Supply inside every Smart Meter in even the smallest ‘meshed-community’ of just 500 homes! Mr. Reid, I have not one scintilla of doubt that not one person in your entire organization has any idea of what overall or aggregate amount of radiation will result in a typical meshed-community of just 500 homes. Yet, whatever horrible amount that might be, all of it must then be added to all of the radiation the public are already exposed to from: the 2,000-plus satellites currently in space, the tens-of-thousands of AM and FM transmitters, the 7-billion cell phones, the hundreds-of-thousands of cell phone towers, the hundreds of millions – possibly billions – of cordless phones, the millions of Wi-Fi routers, the countless Wi-Fi and Wi-LANS installations (in buses, trains, airplanes, ferries, cruise ships, automobiles, coffee shops, restaurants, parks, school campuses, municipalities, cities etc.), the millions of radars in use, the countless TV games, the untold number of baby monitors, the millions of laptop computers, iPads, home security systems, remote control units, etc. Yet BC Hydro, like all electric utilities, does not want the public to realize the mind-boggling amount of microwave radiation they’re already subjected to – before Smart Meters in meshed-networks are installed in their communities!

Mr. Reid, it would be prudent for you to note that in May, 2014, the Citizens For Safe Technology produced a “British Columbia Resolution on The Proliferation of Electromagnetic Radiation” which they intend to deliver to Dr. Perry Kendall, B.C.’s Provincial Medical Officer. Dr. Kendall stubbornly refuses to protect British Columbians from the low-level, pulsed, non-thermal microwave radiation emitted by devices – such as your wireless Smart Meters. The Resolution was subsequently shared with the American Academy of Environmental Medicine who recently voted 100% in favour of endorsing and supporting the Resolution. Further justification for me insisting that my current digital/Smart Meter be removed from my home and replaced with a harmless analogue meter is evident in the following: .
– BioInitiative 2012 Report, whose findings, if adopted by Health Canada, would require them to reduce Safety Code 6 radiation Exposure Limits 3-6 million times! (The same goes for the USA) .
– In 2012, 54 experts from 20 countries warned the world about the dangers, especially to children, of radiation from wireless devices such as Smart Meters, etc. .
– In 2011, the Council of Europe (47 countries, 800-million people) urged all of its member nations to “reconsider” their relationship with ICNIRP (International Commission on Non-Ionizing Radiation Protection, whose radiation Exposure Limits are virtually the same as Health Canada’s Safety Code 6) and, instead, observe the limits recommended in the BioInitiative 2007 Report (see below). .
– BioInitiative 2007 Report, whose findings, if adopted, would have required Canada (and the USA) to reduce its radiation Exposure Limits 10,000 times! .
– Insurance Companies – Neither Lloyds of London nor Swiss Re will insure against health-related claims attributed to devices emitting non-thermal microwave radiation.
As the Chief Executive of BC Hydro, Mr. Reid, it should be clear to you that your corporation’s future is destined to become tumultuous and incredibly litigious, possibly even cripplingly so – – all because a predecessor of yours stubbornly elected to use wireless Smart Meters rather than opt for safe, proven technologies such as fibre-optic cable or coaxial cable, to name just two options.
In closing, please advise me when I can expect to have my digital/Smart Meter exchanged for an analogue meter? As a 79-year old cancer survivor who now has a cardiac pace-maker implanted in my chest, I have no option but to protect myself, my wife and my home. I’m sure you would do the same were our positions reversed. Thank you for your time, Mr. Reid.

I did read that the digital/analog meter can be turned on without ones knowledge and that some same meters have hidden power supplies in them.
