2) At the link below is a description of how 5G affected a very high functioning person in London, UK. It was shared by Dr. Metsis who was very involved with her improvement.

Her GP in London had suggested psychiatric consultation (he totally ignored EHS Syndrome) !!!! but she was both lucky and wise enough to understand that she had to move off the grid as this is a unique and mandatory part of the therapy.

3) A US federal judge (Chen) has ruled that the Berkeley “right to know” law “overwarns”, putting the growth and health of the telecom industry before the health and well-being of their customers. No doubt this is not the end. This type of warning on phones is especially needed given that we know many phones exceed the federal guidelines by many times. (e.g. Phonegate).

In May of 2015, your Healthy Saanich Advisory Committee received a presentation from a building biologist regarding the safe siting of cell towers. (https://stopsmartmetersbc.com/wp-content/uploads/2015/05/2015MAY20_Saanich_Microcell_Antenna_Presentation.pdf) The presenter made recommendations for improving Saanich’s antenna siting policy. See Addendum below. I’ve also attached Metchosin’s Antenna Policy from 2010 for comparison. (https://stopsmartmetersbc.com/wp-content/uploads/2017/01/2010_Metchosin_Antenna_Policy.pdf) A safe siting policy not only protects your citizens’ health by requiring set distances from homes and institutions but could protect the municipality’s oversight of its right of ways. Several years ago the Cellular Telecommunications and Internet Association (CTIA) and the Federation of Canadian Municipalities reached an agreement that height would not be a reason for an exemption from consultation. Therefore all new towers were subjected to consultation and notification. This was a positive first step but a major loophole in the Innovation, Science and Economic Development Canada (ISED) policy that allows for transmitters to be installed on any existing structures without notification was a set back and now we know why this policy exists. It allows the telecommunication companies to install the microcells without notification. Hopefully a well crafted Antenna Siting Policy could alleviate this major breach of trust!
Here we are 5 years later and I don’t know if any of the original recommendations of the building biologist have been implemented for Saanich’s Antenna Siting Policies but I do know the issue of cell towers continues with the advent of Telus’ proposed 5G project. The siting policies attached from 5 years ago were designed for the macro towers being used for 3G & 4G wavelengths. Now with microcells we need additional safeguards as these 5G cells require many more installations in closer proximity to each other and residences and institutions.
Rogers is also proposing a 5G rollout but from what we understand they are not using microcells yet. They are promoting the 5G that is closer to existing 4G – non millimetre wave 5G – that will be transmitted from their existing macro towers. The microcell transmitters, which will allow for the millimetre wave technology, are being located without the public’s knowledge outside residences, schools and hospitals. A few years ago some were installed on telephone poles on Arbutus Road and they are now turning up in manholes & on sides of buildings. With the proliferation of these microcells the amount of Electromagnetic Fields (EMF) in our environment will be increased dramatically due to a significant increase in the number of transmitters needed to support the 5G grid. Has anyone ascertained what format Telus is proposing? Is anyone measuring the existing radiation levels?
The Canadian government has postponed its auction of millimetre waves until June of next year, so at this time there is no millimetre wave 5G available to the telecoms. It would seem, then, that this is more a marketing hype to sell more phones and an opportunity to ram through the projects and get the cells in place while we are all coping with a worldwide pandemic. From my understanding 5G technology does not affect the capabilities of the phone whatsoever … it’s just about faster downloading of data. In pioneering countries, neither consumers nor their service providers have seen many 5G benefits so far. I understand Councillor Chambers has shared her concerns regarding Electromagnetic Fields (EMF) and pollinators. I would add a number of other concerns to hers: an outdated Safety Code 6 that doesn’t even account for biological affects (their own sub committee made recommendations to alleviate weaknesses years ago), no public consultations, no studies on 5G safety, no environmental impact assessments (Ericsson, a major telecom company, is warning that the 5G grid, as it is currently designed, will result in dramatically increased energy usage) & no cost/benefit/economic assessments.
Are you aware that jurisdictions around the world are declaring moratoriums on 5G? Are you aware of the plethora of peer reviewed science indicating harm to all living organisms from man-made electromagnetic radiation? Are you aware that an Urgent Appeal has been presented to the federal government by Canadians for Safe Technology (C4ST) asking for a moratorium on the 5G rollout? Do you find it interesting, as I do, that one of the creators of C4ST is Frank Clegg the former president of Microsoft Canada?
Lawsuits are now being filed in the U.S. against the Federal Communications Commission (FCC) for NOT protecting the public from unsafe levels of radiation and against deployment of 5G on the ground and in space without any testing as to safety issues. A congressman from New York, Thomas R. Knowing that major insurance companies like Lloyd’s of London & Swiss Re no longer insure for electromagnetic health issues I reiterate the need for caution regarding this new untested 5G. Cybersecurity risks are increased with the 5G technology as it allows for connection to all private wireless devices which allows for the gathering of data which is shared via the Internet of Things (IOT) without our knowledge or permission. There is no way you can be expected to keep up with all the issues before you! I implore you to strike a committee who could become more educated with the issues of EMR and what is happening worldwide. You could then be better informed in wise ways to move forward when approached by the telecoms who after all are just doing their jobs….to make money. Your mandate is to protect your citizens. Recommendations:
1. Bring the Saanich Administrative Policy for Antenna Applications in line with the latest Amendments of Industry Canada.
– Specify a consultation process for any type of cell antenna, regardless of mounting height
– Require notification and consultation when contracts are renewed or changes are made to the existing tower, like adding transmitters
2. While updating the Saanich Administrative Policy for Antenna Applications, include the following items to promote a smarter and more sustainable development of wireless service networks in the future, including:
– Include the precautionary principle
– Mandate to minimize ambient RF radiation exposure levels, at least in sensitive areas such as residential areas
– Specify a larger notification radius than the minimum radius stated in the Industry Canada regulations (three times the height of the transmitter): up to 500 m
– Require applicants to provide information regarding the increase in ambient RF exposure levels (6-min average and peak levels) and to demonstrate strategies on how the RF radiation
exposure to the public is minimized while providing the required service
3. Approach Telus and request additional information regarding:
– RF exposure level data for the microcell network installation (6-min average and peak levels)
– Which area is covered by these microcell antennas? Just the neighborhood where they are installed or do they also serve the UVic community?
– Which strategies were employed to keep the ambient RF radiation levels in this residential area as low as possible? Which strategies could still be implemented?
